It would be like making a law about when you can begin talking. However, the limitations can be made locally as to time and place. For instance, not in a classroom during final exams. Just as there are boundries on other actions.

I agree with jim, kids have to enter the world eventually, but just as a precaution perhaps we should have mandatory government programs to have children's mouths sown shut until they reach 12 years old. It's preposterous what the government wants to do these days, such as the program ideas for mandatory psychological evaluations of kids in schools.

Enough government!! Parents need to teach their kids better things to do with their time.
